Reversal of purging storm: instead of summoning a storm, something holding back the storm runs out. Since the valley is already deadly - less things to explain?

Maybe the End-boss is there to collect something?

Valley = Eden = Hell?

After reading up on story crafting for the last months/weeks I have further dived into source material to collect patterns that potentially resonate. The Spawntrees/wells got me started into researching a Eden/Hell/Rebirth/Wisdom/Tree of Life and Knowledge theme. The name of the City Dilmun and the Mashup of cultures outlined by Alex had me look into Mesopotamian and Indus Valley Civilization since they were trading partners of ancient (potential) Dilmun. As it turns out the Harappan civ of Indus Valley probably was the last instance of RigVedic culture - essentially the base of Hinduism.
And there are a lot of similar myths like that of Atam and Jeeva, the Tree of Life, two birds and eating of a symbolic fruit. Reincarnation, too - and magic weapons of the Hindu gods. Also fitting: the prosperity of the now dry regions was probably caused by the melting water after the last ice age and ended when the water ran out. Sea level would have risen, too. Also fitting Unapishtim/Noah is said to have resided in Dilmun after getting granted immortalityby God ...

Some ideas:

the world ends with the dragon/leviathan/snake (dark side of the substance) closing a window into the life-hostile valley/hell. The trees of life can be the starting point of a new paradise - they grow from seeds/orbs/fruits of bright substance (good side of the substance). New seeds/fruits/orbs grow out of the earth at random locations. This seeds grant a small area of immunity from the dark substance, immortality outside the valley (for a while) or can be used to encourage the growth of new Trees of Life / extend their life / create a new eden in the valley. Theese seeds are what the Emperor wants to collect at the end of a season...
